While state governments look at retail delivery fees as a source of income, they cover only a small fraction of budget shortfalls. These fees are a form of regressive tax, so they negatively affect lower-income populations more. With higher taxes, consumers cut back on consumption, which hurts the economy, especially small local businesses.

Seller impersonation fraud is on the rise. A study conducted by NDP Analytics found that 28% of title companies experienced at least one seller impersonation fraud attempt in 2023, and in April 2024 alone, 19% of firms experienced at least one of these attempts.
