The USPS Strategic Plan, Delivering for America: An Evaluation of Key Metrics and Vulnerabilities

By Nam D. Pham, Ph.D. and Mary Donovan

Delivering for America (“DFA”) is the United States Postal Service (USPS) 10-year strategic plan implemented in FY2021. The DFA was created amid significant uncertainty with the COVID-19 pandemic, making it challenging to project market dominant and competitive product performance and estimate future costs to the USPS. Now that the DFA is in its third year of implementation, we examined USPS performance compared to the DFA projections and current economic trends. The findings show that the assumptions and projections made in the DFA are no longer valid and that the DFA is not achieving its intended goals.
